This limited DMV moves around periodically (sometimes it is at Windward). They can help with odds and ends - can't do driving tests - maybe that is why the lines aren't quite as awful as other locations.

Stumbled on a very competent helpful worker
Last Friday of the month and one person is working at the motor vehicle and general services counter. There are three empty counters with no employees working, and about 40 people in line. Currently been here 2.5 hours.
Long line, expect 30+ mins before being helped.
